ok maybe i was wrong about the inititive part but i still think they need a better save and need to be stronger and some better wargear (uge' choppa

Saves don't really need to be made better because it's a huge balancing factor... face it they're gonna die fast in combat, but you should mostly be using them as shock troops anyway so they hit so hard they have little fear for reprocussion. As for dieing to shooting you have so many options with the army for making cover saves it's not even funny. Not every army out there can boast 100 T4 models with 5+ saves

9 points per model is more than reasonale for a double-armed choppa toting menace carrying a huge pistol swinging considering you can take 'em in mobs of 30! So many vicious models rolling down the field at an opponent is tough to handle, because even if only 10 out of 30 survive, that 10 is definately going to break some skulls. Backed up by limited immunity to morale/pinning checks, and the ability to mob up... footslogging armies are nasty.
Strength is covered by Skarboyz, play Goffs if you want a S4 Orks list.
'Uge Choppa has its uses... give it to a Nob, it's fluffy... and I'm building a Big Mek retinue that has one gnarled old Mekboy that has a 'uge choppa for a 'whackin' stick' in case some bimbo space marine tries to interrupt his repairs. Give it to a slaver too leading a grots mob, considerably less expensive than a power klaw and almost as effective. Hell arm Deth Koptas with 'em too for some serious drive-by shootings followed up by weed-whacking!
Models could be better though... thus one of the main elements as to why Orks are such a heavily convertable army.
