Morrighan Craftworld rules

the craftworld of The Morrighan is a wailful Craftworld, smaller that the other craftworlds it is dying out at an extreme pace, since all of it's men have perished, the whole Craftworld wails with cries of lament.

well theres a very small bit of fluff i have written, i really need some rules for these maidens of death.

some ideas i had were Banshees as troops, Banshees on bikes as elites, Banshee wraithlords (called Woebearers), Seer Councils, and no transports or heavy choices bar female dark reapers or Woebeares, could you guys help me with the rules for them, it would be greatly appreciated, i am writing more fluff off of my computor after this so it will be posted soon...

The idea there are no men seems really bizarre... why not get more men from other Craftworlds? Also, as men and women are equal, how did this come about? There's no legitimate way to explain it...

Anyway, as your Craftworld focusses entirely on Banshees, the classic "rival" Aspect to the Striking Scorps, it might be worth you checking out my Ko'Shanniah Craftworld rules. You seem to want a Craftworld which emphasises Banshees, and fast attack. Ko'Shanniah uses Scorpions and fast attack, so it's a good starting point.

What I would suggest is that the Craftworld has a larger proportion of male Banshees than normal (in fairness, they are already pretty rare...). Perhaps the "Biker Banshees" are male, a new Aspect which has not spread to other Craftworlds yet.

I'm not sure what you're getting at with "Banshee Wraithlords". A Wraithlord usually carries the spirit of an Aspect Warrior anyway, so it wouldn't make a lot of difference if the "pilot" was a Banshee, Fire Dragon or whatever.

Maybe a sex-dependent illness (like terminal male-pattern baldness!!...j/k) wiped out the male population of the craftworld.

There are a lot of possibilities here with the house rules that might be cool. You could use the old Eldar musician models to represent wargear unique to the craftworld (some have harps and some have a weird bagpipe thing attached to them). Perhaps you could model the rules after things like Slaanesh's sonic blasters and doom sirens.

well, basically it's a wraithlord which doesn't have a ranged weapon, and has a banshee mask, oh and a sword/glaive.

Ah, I see what you're getting at now, sort of like a Harlequin Wraithlord...

Okay, here's a basic concept:

Stats and Rules as current Wraithlord.

Benefits from Banshee Mask.

Cost: +15pts.

BASIC RULES

Banshees are a 1+ troops choice AND elite choice. (if taken as troops they cannot take an Exarch)
Mor'Rigan Armies may take Seer Councils as stated in the Ulthwe section of the Eldar Craftworld codex.
Wraithguard are a 1+ elites choice.

Mor'Rigan Armies may not take any of these choices: Striking Scorpions; Warp Spiders; Fire Dragons, Shining Spears, War Walkers, Support Weapon Platforms.
the following choices count as 0-1 (one of ANY, not one of each): Dire Avengers, Guardian Defender Squads, Dark Reapers, Swooping Hawks, Rangers, Falcons, Waveserpents.

i'll come up with thier sonic weaponry later (basically slaaneshi noise marine weapons but in Storm Guardian Squads)
