I don't see how the mouse hardware would produce the symptoms described. The mouse hardware measures motion, but it's up to the software to interpret that. I would try changing the mouse pointer settings in the themes. It used to be possible to change where on the pointer the actual "hot spot" is, and your problem is that the hot spot is not where it's supposed to be. I don't know what would cause it to move randomly, but it's got to be in there somewhere. Try different mouse pointer sets and see if that helps.
I'm not too sure how the video card drivers have helped to fix it, but that seems to have nearly done it. I tried a new pointer set and that hasn't really changed anything. Actually, it hasn't happened outside of EVE since the last time it was happening while posting (see above) so that's something.
