drop pod reserves question

Hey guys! I have a question about the new 6th ed reserves. So, you're only allowed to put 1/2 of your units into reserve. But! Does this include units in drop pods? Since they have to start in reserve I don't think they count, kinda like flyers.

Thoughts?

Could I make an all deep strike SM/Blood Angel list?

The drop pod, and the squad it is dedicated to does not count towards the reserve count as far as I understand as it MUST start in reserve, and those do not count towards the limit. However, the HQ's would. Do you'd have to have at least something on the board at the start to attach them to squads in the pods.
