I personally like this list, and think it would be a blast to play.
It is a fully infantry list which has it's usual problems, and is vulnerable to templates, but if you've got that many Harlequins, it seems it would be criminal not to!

Lovely thematic army. Only gist is the scourges, they looked out of place. Maybe the jetbikers or something would be more awesome, as they fit the clown theme.

i have an issue with the rangers being the audience, it just doesn't fit right for me. Why would they take their audience with them? Why would the audience fight Why is the audience so small? Is there not some better designation as per harlequin fluff?

Honestly? No. There aren't any Eldar troops that really fit with the Harlequins; they're all too weak and uninspiring!
