Title: Mass Effect: The Council RPG (Roleplay)

It is the 2196.

The Asari's were the first to find the Mass Relays, and through them, the Citadel. They were established first, wise and strong-minded, and seen to have ascended to Mass Effect Technology before any other race.

The second race to appear were the Geth. A race of sentient robots whose Fleet suddenly appeared from the Perseus Viel, and they regarded the Asari's with some interest. The Asari, as wise as they were, decided that the Geth's intelligence gave them as much right to exist as any other race, although perhaps not the Asari.

The Geth brought with them the tale of how their masters turned on them, their creators, the Quarians, and the Geth were forced to banish the Quarians in an effort to not exterminate them. When the Quarians did arrive later, the Asari turned them away from the Citadel and general acknowledgement- they were to be outlawed for their crimes.

Later then did the humans arrive, under the Alliance. The Geth, guardians of the Citadel, fought against this new threat, but the Asari put a stop to it before either race did too much damage to each other. The Alliance, still licking it's wounds from the fight, retreated to Earth. However, a fringe group of humanity, known as Cerberus, was happy to hold out a hand to represent humanity on the galactic stage.

The Asari knew that other races would soon come. They looked at the Geth, strong and focused, who had defended the Citadel and the Asari, and felt that they deserved a chance to speak for their race in matters of policy and politics. Cerberus, feeling humanity was snubbed, began to fight alongside the Geth to prove humanity was as good as any alien.

As the Asari pushed north, they found another Empire had begun to grow and use Mass Effect Relays. The Salarians, intelligent and quick-witted, resisted initial Council forces through espionage rather than warfare.

After a few years of the Geth and humans forces being unable to make headway against the Salarians, the Council decided that the Salarians were an acceptable addition to the Citadel races, but not yet allowed a seat on the Council. The humans, however, saving many Geth and Asari lives, were granted a seat on the Council at last, after ten years since their first contact with the Geth.

The Council was formed, and they had two matters that weighed heavily: A new race was rising, and attacking shipping routes and merchants. The Volus cried out for something to be done about this.

Not only that, but the Alliance of Earth and Cerberus operatives was proposing that the Quarians be dealt with, lest they try and colonise some of Earth's new planets.

The Quarians, on the other hand, found themselves stranded upon their ships, desperate to recover their home world of Rannach, and this new race attacking shipping routes was a very real danger to them that may hurt them soon.

As such, the Quarian's sent a messenger to the Council when they were in session to ask for aid with the Rachni, as did the Salarians, who wanted a hand in galactic affairs.

When the Quarian reached the podium, the Council and the Salarian stiffened. This Quarian was banished from the Citadel! How dare she ignore their proclaiments!?

The Geth diplomat - referred to by some as the "Speaker" or the "Voice" - seemed unconcerned by the arrival of the creator's messenger. The Geth were aware of the potential threat to the Quarians, and they awaited only the messenger's request before making consensus.

Will'ZaFira stepped up to the podium, checked his suits sensors. They were fine, heart rate slightly elevated but thats something to be expected this could be a very risky speech.

"Council, I am here today to talk to you about the idea of peace between our factions. As you know, there is the great problem of a race hitting many shipping routes. As a fleet without a homeworld to defend we feel we are particularly at risk from this threat. Now some of you, the Geth in particular may have decided that we are not to be trusted, that we are not worthy of any help. To that we say that you may be right, but hat is not something to be dwelled on, for I think we can agree that everyone on the council has something to hide."

He takes a pause considering his next words. Looking to see if the council will say anything.

The crowd around the meeting gasped.

Muttering went throughout the crowd. "Did the Quarian really just imply that the Council races have something to hide?" "How dare he?" "Who does he think he is..." "He is saying the Geth hate them the most..." "Is that true?"

One of the crowd watching from the side balconies shouted "Why should we care? The Quarians are outlawed, they are wrong!"

The Geth diplomat stood, and waited calmly for the crowd to settle down. Once it had everyone's attention, it addressed the Quarian.

"Admiral, first let us assure you that the Geth do not hate your people. We remember your crimes, but if you can prove yourselves worthy of the council's trust then our race would be willing to support any petition to remove you outlaw status. Currently, we believe your greatest obstacle to gaining our trust lies with the concerns of Humans that the Quarians may attempt to annex some of their planets."

The Matriarch rose from her seat and spoke in a soft, soothing tone.

"The outlaw should not be here, that much is true. However his message is not one we can ignore. Shipping routes are essential to us all. We will have little choice but to take action against this threat."

The third council seat was empty, however it was only moments after the other councillors had spoken, that a hologram of a man appeared on the third seat. He was very blunt and made his opinions clear.

'Quarian, how do we know that it is not you who are staging these attacks, in an attempt to gain a foothold here on the citadel? That you would gain our trust and then turn out us like you did,' gesturing towards the Speaker, 'to the Geth.'

Throughout his comment, the illusive man remained perfectly calm and neutral in his tone of voice and body language.

"The human colonies are safe from our fleets. For now we simply wish to regain our homeworld. Or at least have the right to settle back down on our beloved Rannoch."

ZaFira stops addressing the geth and turns to face the hologram.

"If we were strong enough to mount these attacks we would not need to be here. We are not like you humans with your petty split squabbles. We have no wish to destroy any of the council races. We simply need a few things. A homeworld, OUR homeworld. Taken from us by the Geth. Unlike you, I speak with the power of my race, not half my race. We are not pro-Quarian like you are pro-Human. We understand that we need to band together against this threat, and no organic race should be put before another."

"The matter of Rannoch is one for another time, but we shall remind you that Rannoch is our homeworld as much as it is yours. As for the external threat, the Geth shall not take any direct action, for or against you, until the nature of the threat has been ascertained. If you have any information regarding this attacking race, I advise you present it. If you have proof that they have forces near The Migrant Fleet, we shall send a small fleet of our own to investigate. We are of course investigating this new threat ourselves, and should any important information come to our attention we shall reveal it to any who require it."

The Illusive man looked to one side, glancing at something outside of the holo-projector's field of view.

'We have solid data that shows that Quarians are less than helpful towards others in need, so why should this council help you?'

The Salarian diplomat listened intently to the proceedings. His mind was quickly processing everything that was happening. He was somewhat surprised by the Quarian's brash statements about the council. He chuckled to himself a bit: the Quarian only suspected secrets, while he knew everything about the council, secret or not. That was for another time, however.

Briefly interrupting the Illusive man, the Speaker stood up once again. "The fleet we sent to investigate these attacks has just reported back, having discovered a destroyed human colony. An insectoid species known as the Rachni appear to be behind the attack. The Colony in question is in the Hades Gamma Cluster."

The crowd started muttering. One Salarian cried out "The Council must do something about this!"

A human joined them. "My family is in the Hades Gamma Cluster! Go save them!"

The crowd started to join in, clamouring about family, commercial interests, demanding action now.

"Arguing about which race is less trustworthy is getting us nowhere. We should be discussing the Rachni threat. The Geth will not engage the Rachni unless we have reinforcements. If any of you are willing to send ships to rendevous with our fleet in the Hades Gamma Cluster, we can begin a proper search for them, engaging them if the circumstances call for it."

4 Days Later: Asari Councillor Athame's room

The Asari Spectre, Maria, walked into Councillor Athame's office. "Councillor, I must speak with you as soon as possible. I have grave news regarding the Terminus systems." She kneels before the Councillor, who is busy getting ready to the next meeting.

"Salarians, is it true that this council betrayed your trust and failed to defend you when you were in need?

Ceberus, is it true that you valued yourself above the others during the fighting and chose to flee out of line, possibly making it far worse for the others? Oh, and would you like your spy back? Maybe a trade of some sort? Do you have anything to give in return?"

ZaFira allowed that comment to be digested then added "Do we now know the size of the rachni's fleets?"

Again the illusive man appeared to be reading something outside the holo-pict.

'Before you go making accusations Quarian, pehaps you should tell us why your fleet did not assist in the battle against the Rachni, when you could have easily tipped the battle in our favour. You came here asking for our help against the threat, yet you did nothing to assist us.'

The Matriach spoke.

"You were not asked to join? You need to be asked to defend yourselves? In future, if you request our aid, you will be on the front lines with us. Remember this, if we were going to turn on you, you would not be standing here now. Now excuse me, I have matters to deal with, most pressingly the rebuilding of the Asari fleet."

She rose and left the room to meet the still waiting Spectre.

"My apologies for keeping you waiting. What do you need?"

The Asari Spectre bowed.

"I bring grave news, Chancellor. A large Mercernary Fleet is gathering on our borders. I have been running hit and run attacks on them with some other mercenaries, and have slowed them down. However, I have managed to bring you their numbers. Leave these Rachni to the humans and Quarians; if we do not act, Thessia will be attacked."

Maria handed Athame the mercernary fleet numbers. 3 Battleship-Class vessels, 4 Destroyer Class Vessels, 10 Cruiser-Class vessels.




Geth Commander appeared in the Council Room as a flickering holograph.

"Speaker, we have estimated the numbers of the Rachni. This is but a Vanguard of their attack, and they are aiming towards the human, Quarian and Salarian colonies. However, regarding the Vanguard, doubling Geth numbers would allow us to fight them back. However, estimates show this is but a reprieve. Forces required to win the war shall need to greatly increase."

"Matriarch, I think you'll find we did defend ourselves, and due to our carefully planned defence we lost no ships. We requested aid because we have been getting attacked, we did not support the motion of throwing a small fleet at somewhat unknown numbers.  Any offence against the Rachni would need to be much more carefully planned if you want the Quarians to join you in the fight. We are but a small population, our entire race is bound to our migrant fleet. There is no homeworld for us to fall back to if our fleet takes severe losses. Severe losses to our fleet are severe losses to our entire race."

"The Homeworld. . .It cannot fall, it must not. Our newest Battleship is under construction there with our new cannons. The rest of the fleet will move to join you, hopefully our current battleship can be retro fitted with it aswell."

Maria nodded. "Matriarch..." she began, frowned, and then continued...

"The Council does't use it's funds for anything other than bureaucratic processes. Convince them to buy a Council Fleet, have the races donate to it, under the command of the Council for fight the wars that the other races won't." She swallowed.

"Let the Geth command the Southern War against the Rachni, and lead this new Fleet to save our homeworld." Maria nodded. "If the Quarians help the Geth and humans, they can hold long enough for us to win this war against the Mercernaries and turn around and help. If they lose, we have a counter-attack force."

She shrugged. "That's all my advice. One other thing though- I am to remain a singular Spectre? I thought this Order was created to be many, and yet I am alone. Why not suggest more Spectres? The Geth are capable, and another Asari wouldn't hurt."

"The purpose of the council fleet was not to destroy the Rachni, it was simply to engage them and determine their strength, as well as showing them that the council will not sit back and ignore them. Now that we have more data we can formulate a proper response. As for your comments..." The Geth speaker paused before continuing, considering it's next words.

"First, we apologise for not being clearer in our request for reinforcements. We had in fact been addressing all present, the Quarians included. With that in mind, allow us to formally request any assistance you are willing to give. Perhaps in battle, our races can come to trust each other once more. Second, your accusations against Cerberus are unfounded. Even if you have spies in the council fleet you cannot hope to have more information than the Geth commander, and although he admits that Cerberus took less damage in the battle, he also say that their is no evidence of foul play or cowardly behaviour." Again the Geth paused, before continuing.

"Finally, the Geth would like to commend the Salarians and the Quarians on their victories. We apologise for being unable to stop the Rachni and keep you both out of it. We are sending more ships to reinforce the fleet, and our next attack shall be better planned. In the meantime I advise all races prepare for more attacks."

"Agreed Maria. I shall return to the council and bring them to reason."

The Matriarch left the Spectre with a slight bow of acknowledgement. Entering the council room she stood in her place and raised a hand. The room fell silent.

"We have learned  from this encounter. We have learned that we are not ready. We are not prepared. We must be and we will be. I put this forward to you all. For a short period there will be an increase in taxation and recruitment.  This taxation will go towards the funding of a Fleet under the control of this council, for the protection of us all. In addition, I ask that any race who wishes to do so present individuals for training as Spectres. These individuals must be the best of your best of your best."

"I also have grave news. The Asari Homeworld is about to come under attack, I am redirecting our fleet to defend it, and I would ask that the fleet raised by the council join it there until this threat is removed. If the council will agree to fund a new fleet, I will instruct my engineers to fit the Battleships with the latest weapons developments the Asari have availiable."

"If we had ships to spare Geth, we would supply the help you require. Unfortunately at this current time is was a miracle we fought off the Rachni that assaulted us. Hopefully soon we will have the fleet to spare, but at this moment in time, we must keep our fleet safe, or risk the collapse of our society. Maybe if we are given position on the council we can begun to see ourselves as useful once more. Until then, as you are still declaring us outlaws we feel if we help we will be viewed as nothing more than mercenaries. We are much, much more than mere mercenaries."

ZaFira stopped for a moment, pulled a tablet out from a pocket, and read it for a few seconds.

"I think you'll find a spy is a fairly good reason to doubt someone's intentions. Whilst ceberus are held in higher regard than us, we feel even less requirement to have anything to do with your fleets. Backstabbers and cowards are not useful allies."

'I still do not understand why you are here Quarian. You come asking for help, yet when it is given, you do not assist. Then when we question your motives, you throw up a smoke screen of rumours.'

The Illusive Man lifted a questioning eyebrow.

'And now you request a council seat? Perhaps if you were to assist us, rather than stand there and complain, you might get somewhere...'

"We believe the Admiral was simply asking for the Quarians outlaw status to be removed, putting them on equal footing with the Salarians. Such a request is reasonable, although we cannot guarantee that such a proposition would be successful. If the Quarians could provide some benefit to this council then your welcome would be much surer."

The Geth considered something momentarily, before putting the idea forward. "During our initial reconnaissance of the Hades Gamma sector our fleet discovered a habitable world that we believe was unpopulated. If your Migrant Fleet, backed up by whatever ships the council doesn't send to aid the Asari, were to settle there you could act as a barrier, staging post and fall back position against the Rachni. Our combined forces should be able to withstand the Rachni until the mercenaries are dealt with. The planet would be yours to do with as your people wished, provided you assisted us against the Rachni. Of course, this would put your people on the front line, which you said you did not want, so the Geth would not think any less off you for refusing."

Allowing the creator to consider the idea for a moment, the Geth turned to Maria. "The Geth shall redirect as many of our ships as we can spare to the Asari homeworld. The exact number shall be decided once we have a plan to deal with the Rachni, and once we know what the Quarians intend to do. Incidentally, do you know who hired these mercenaries?"

The Illusive Man stared blankly for a moment, listening to the Speaker.

'Alas, these arguments get us no where.'

Turning to face the other councillors, he continued;

'I can look into the possibility of ship-based weaponry or shields designed specifically to combat the Rachni. Additional funding would allow this research to be done in a shorter time frame.'

The Matriarch turned to the Geth and gave a slight bow of her head. "Thank you for your support. Once the Homeworld is secured we will send all reenforcements to Hades Gammer to deal with the threat there."

She turned to the Quarian. "If you choose to settle of the discovered world, the Asari would be willing to arrange to have troops Garrisoned there for your protection, and to back the desicion to lift your Outlaw Status. You would be a Neutral Race with a Homeworld and a sizeable fleet."

"When we have the ships to spare, we will send what we can to help with this threat. At this moment in time the defences of our fleet must be improved, we cannot risk sending off half our fleet and the other half being wiped out."

"Do you know the numbers that wish to assault your homeworld? If the numbers are not too large maybe our migrant fleet can join your system. A full fleet will certainly make more of an impact on proceedings."

ZaFira turned to the Geth. "Unfortunately your promises of a homeworld mean nothing if it is not Rannoch that we are allowed to colonise. The board of admirals do not support us taking a planet, and taking a planet that forces us to continue wearing these suits is not a homeworld we wish to have."

Again, ZaFira paused then turned once more, this time now facing the "Illusive Man". "We have not thrown up a smoke screen, we simply explained what we did. You on the other hand still haven't explained the business of the spy. Would you prefer us to simply put him to death?"

"So you do not want any planet except Rannoch?" The Geth ambassador asked, expressing the skepticism of it's entire race. "Does your board of admirals except that Rannoch is as much the Geth's homeworld as it is yours? You must realise that the best you could ever hope for is to share the planet with us. We have too much infrastructure their to simply leave."

"If you wish to send your entire fleet then we would not object. If it is not in Hades Gamma then it cannot be attacked. If you were to assist the Asari in this matter you would not find us ungrateful. The enemy fleet consits of over a dozen vessels, of which 3 are full Battleships. We will not ask you to put your people at risk however. There will be losses, we cannot prevent this, nor can we garentee your saftey. The Asari or this council will not be held responsilbe for any losses you sustain."

"Geth, currently that is a discussion taking place with our admirals. Most are happy to live a shared existence on Rannoch. Maybe when we are considered neutral, the rest of the admirals will come round to this way of thinking. It is certainly something to be considered."

The Quarian looked across to the Asari. "Over a dozen vessels? Maybe we can come to some sort of agreement. What sort of fleet have you already stationed around Thessia? Maybe we can manage this fight without losses. In return we ask for but a few things. First, neutrality. We do not wish to be considered outlaws if we are to help in this fight. Secondly, any destroyed Rachni ships we would like to be given to our engineers for salavage. We will then share with you what our engineers discover. It is well known that my race has the best engineers."

'Seeing as you want rid of our man, drop him at Omega, you will be paid and we wil take it from there.'

The Illusive Man motioned with his hand and a holographic star map appeared infront of the council. Several systems surrounding the Rachni flotilla were illuminated.

'Until we possess sufficient numbers to mount a decisive attack on the Rachni, Taskforce 1 shall make hit and run attacks to stall and possibly disrupt the enemy fleet.'

"If you assist the Asari, the Geth would be happy to support your request to have your outlaw status overturned. Of course, any decision on sharing Rannoch will take much longer, and we have more pressing matters now. Currently the Geth have sent two cruisers and a battleship to Thessia, along with ten thousand ground troops. We would also like to know what our allies have stationed at Thessia, as well as hearing the rest of the council's opinion on how to deal with the Rachni. Our fleet in Hades Gamma is currently outmatched by the Rachni, so we will avoid outright battle as Cerberus is doing; instead we will remain in the area to provide Cerberus' first fleet with support and relief should the Rachni manage to catch them."

"I believe there are questions regarding the Mercernary Fleet approaching Thessia. I am here to answer these questions." She bowed.

Maria bowed to the Quarian diplomat.

"That question isn't as easy to answer as we wish. Whoever has been setting it up has been very careful, I can find no solid evidence to a single group or organisation. As it is, the Mercenaries are well equipped and well-funded, and comprise of a great deal of a race known as the Krogan, fierce and strong warriors from the Tuchunka system, and an avian race calling itself the Turians. They are moving in from north of Council Space and are motivated."

Maria flushed. "I know these are not answers, but finding an employer is not what I considered important. In only a few months, these groups went from fighting each other to uniting. I also know that this is the most eager group, and that another, larger group is organising to sweep in from the East. However, it takes time to make ties, and I have been trying my best to break them up. When my efforts proved too little and Thessia was coming under threat, I left my forces to buy as much time as possible and I came to warn the Council."

She wiped her forehead. "If the Council wishes, I can find the group responsible for organising the mercs, or perhaps I can delay the larger group from moving for even longer. However, I will require funds, several hundred thousand credits, a Battleship and I need colleagues, I cannot do everything myself. I am Asari, I am not the Goddess."

"If that is the case, do you know at least a rough estimate of numbers? The Quarians will not risk their entire fleet if there is no chance of success. Especially as we feel we are in the dark as to what we are fighting against."

ZaFira paused.

"First it was Rachni, now it appears to be Turians and Krogan. The krogan are possibly the most warlike race in the galaxy. We Quarians do not wish to meet them head on. The Turians, are possibly the best equipped, again, not something we wish to meet head on. It is not the sort of fight we could win. Thank you for your efforts spectre, we need more like you."

ZaFira turned to face the matriarch.

"Asari, have you any plans on how to defend your homeworld. Should I be deploying my forces onto the ground or are we intending to fight them in space? In space, I believe my ships are best deployed as a counter push, they are not capable of taking the brunt of an attack."

"Councillor Athame, my suggestions on the war..."

Maria tapped into her omni-tool, bringing up a map of the Thessia system.

"There are three planetary bodies that they'll have to take before they can launch a realistic attempt on attacking Thessia. Lucen, an asteroid, Piares the third planet in the system and the moons of Janiri." The holo-map glowed with the three bodies closest to Thessia and the Mass Relay.

"To do otherwise would risk allowing Council Forces to close behind them and block their escape route. The war for Thessia can be won here, Council, before a single shot is fired on Thessia. It will require both fleet and ground forces."

Maria turned to answer the Quarian.

"The Turian race is the best equipped, Quarian, there you are not wrong. However, these are mercenaries. There are not like our forces- they're hoping for a quick victory before the Council can respond. A stiff resistance should have them deciding their life is not worth the money. We just need to hold for long enough, and make them pay hard enough. Your Fleets easily can outfight them."

Maria tapped on her omni-tool. "However, the ground forces are... considerable, to be honest. Krogan, Turians and a smattering of Batarians... This isn't a Fleet designed to win the system, it's a raiding force, and the largest one yet encountered. I cannot imagine what they want on Thessia. Slaves, perhaps? You want numbers?"

A few more taps on the omni-tool.

"Perhaps 300,000 infantry can hold them on each planet? I'd also suggest a further 400,000 soldiers ready to act as reinforcements where needed. Finally, you need a general. I leave tonight with whatever forces I have."

She walked away slightly, before turning back to the Council. "Suggest your people. Consider this defense a chance for me to test who has the mettle to join the Spectres. I'll come back with some suggestions about who has it."

With that, Maria left the Council to their talking. She had preparations to do.

"Matriarch are we intending to give ground and make Thessia our single point of defence or are we going to spread across more places? I personally believe we should try and hit them before they are able to land. With everything we have. Aim for their big ships, fly fast and fly true. I fear we may struggle to secure the manpower to put together forces large enough to hold off their ground attack. The Quarians do not have enough troops to hold a single planet if the Spectres guesses are true."

ZaFira faced the rest of the council. "If this is true, we can no longer hope to hold on two fronts, we must break this first fleet here and now. Between myself, the Geth and the Asari I fear we may not have the manpower to stop them. The tactic of taking their flagship out as early as possible is a good one, however we must break this fleet and make it scatter. We can hope that in doing so, we send a message to this second fleet, the larger one, that we are not to be messed with. This might help dissuade some of the mercenaries they are using from being a part of a second assault."


"Another tactic, if they are coming through the mass relays will we be able to hit them as soon as they come through, this may allow for their fleets to be broken before their entire might be brought to bear. Hopefully keeping them completely off Thessia. I will deploy my ground troops to the planet nearest the Mass Relay. Realistically I will need another 100,000 to back me up on that planet. Hopefully this can keep them off Thessia entirely."

'I wish I could send aid to your combined fleet, but if we all turn to face these Mercenaries, the Rachni will be free to move where ever they wish.'

The Illusive Man looked over a data slate that he had in front of him.

'If the council is willing to part with 300,000 credits, I can have a Battlecruiser designed for the sole purpose of killing Rachni ready to lead the attacks. It may seem a large amount of money now, but the long term benefits of getting an early advantage are huge.'

Over 350'000 dead. . .it was devestating. The Matriarch read the reports as they came in, and her head fell, she wept silently in her chambers. Such loss of life. . .

She reached over to the communications array and made contact with Thessia.

"Get the head of R&D. Tell him. . .tell him he has a green light."

She was the face of her entire race, and she would not let this happen again.

"That is truly devastating losses, we were more fortunate however we also suffered losses. We thank you for the ships, they have been indoctrinated into the Quarian fleet and they can now be used to take the fight to their fleet and break them once more."

"However there are several problems that arose from this battle. Firstly we felt weaker than usual, unable to punch the hole that we should be capable of. This concerns us. Secondly is with our destroyers that were destroyed, there appears to be a problem with the shielding. We are looking into it, but our Admiral immediately felt something went wrong. "

"Finally we would like to say that we are glad to be part of a great victory in space, and a solid defence on the ground. We are honoured to aid your council, and be given both neutral race status and the ability to try and give a go to the cohabitation of the Geth and Quarian races on Rannoch, as was once the case."

"In responce to the high casualties in the ground war, the Geth are preparing to bring in additional platforms." The Geth turned to admiral ZaFira. "The Geth look forward to starting negotiations regarding Rannoch. However we feel that the talks should wait until after the situation at Thessia is resolved, so that we can assess the damage to our respectitive fleets and determine how they affect the logistics of sharing the planet."

The Matriarch entered the council room where the others were discussing what had happened. The greif on her face was still apparent, but it was now tempered with a tranquility that belied the true rage beneath.

"These mercinaries, these. . .Krogan. . .I want to know who paid them, who told them to attack Thessia. I want Maria to find this information as quickly as possible and report back. Once we have this information I will gather a fleet and exterminate them. Wipe them and their legacy from the stars. As of this moment I am placing all Asari worlds under a state of emergency, and once we find out who the paymasters are, we will declare war on them."

"I ask none of you to join us on this venture. Although you will not be stopped if you wish to do so. The Asari have not been a warlike race for over a thousand years. These people are about to see why they should have left us that way."

Turn 3:

The fires over Janiri continue to burn, the Quarians being the main force holding the moons so the Asari remain protected. The Krogan were a true warrior race, and slaughtered hundreds of thousands of Asari. On Thessia, and across the galaxy, many mourned for dead relatives, friends, lovers and the wound to the Asari race. Despite this, there was a fire starting to spark. The Asari were not a race for forgetting- their long lives made sure of that.

Meanwhile, the Geth and Cerberus hold back the Rachni, losing ships and bleeding slowly. Worse, this isn't the entire threat, and the Council must prepare.

Spectre Maria has withdrawn to the Citadel to take command of the newly made Citadel First Fleet.




Spectre Maria walks into the Council room, and bows, awaiting orders or questions, and keeping silent otherwise.

"The mercenary fleet is being dealt with, and victory - however costly - should come soon. Until we are able to identify the ones responsible for the attack on the Asari, we should continue preparing to fight the Rachni. Once the mercenaries are defeated, the Geth fleet at Thessia will join up with our other fleet at Hades Gamma, to continue the battle with the Rachni."

She also brought up two figures in holograms. Both were Asari, one in military plate, one in basic robes. She waved a hand towards them. "These are Spectre-Candidates put forwards by the Matriarch Athame. We must discuss them."

"The one in military armour is called T'Sunde, who commanded the foot armies on Janiri. Whilst it was a terrible loss to the Asari, many Quarians lived and the moons are still held. How else shall we test her to prove her worth? Should she remain in command? I cannot be everywhere at once, Councillers."

"Also here is Candidate Haruki. She managed to sneak about the Mercenary Fleet and perform some duties. Not only that, but she also managed to find some files suggesting the second mercenary fleet will be arriving in a few months, but with a fleet much larger than this, and with intent to attack the Citadel. She has done well, but I would advise giving her at least another task before raising her to Spectre."

The Matriarch addressed the Spectre.

"Canditate Harukis work was indeed exemplary. I have a task for her. She is to discover who is behind the attack on Thessia. Once this information is discovered we will be able to act accordingly."

She thought for a moment.

"I have nothing specific in mind for T'Sunde. If you feel she is capable, I would place her under your direct command until this battle is won. Unless my fellow council members have another use for her? As for you Maria. I would be my choice that you be made the Commander of the Citadel Fleet in an official capacity. A ship can be assigned to you if you wish it. You have proven yourself to be a fine military commander and you deserve to be rewarded as such. You will maintain your duties as a Spectre, going where the council needs you, secretly and silently, but you would have the resources of a Battle Group at your disposal if they are not being used for any other purpose.

What do the rest of the council think?"

TURN 4:

The War of Janiri:

On the Ground:

Candidate T'sunde held the Asari, Quarians and Geth forces together as they stood before the numerically greater forces before them. Although many lost their lives, the Asari and Geth held the lines before the Quarians in all areas suddenly charged forwards. Although nearly a third of them died, they managed to finish off the Krogan on the moon once and for all.

Although this was a victory for the Council Forces, few on the ground could deny that the Quarians, particularly Admiral Eva'din who led the vanguard, had won this battle for the Asari.

However, in the darkness of the moon, the Asari took great care in capturing any mercernaries still alive, and killing those too weak for capture. Some Quarians who joined them on such tours began to feel uncomfortable around them, and after a few days, the Asari and the Quarians exchanged barely a word.

Admiral Eva'din praised the actions of Candidate T'sunde greatly, however.

In Space:

Here, the Quarians took charge in the absence of Spectre Maria, and proceeded to block off escape for the enemy forces. The First Quarian Fleet in particular worked hard with the Geth and proceeded to gut the enemy Fleet. The fleeing remains of the enemy Fleet were then hunted down and destroyed, despite pleas for mercy, by the Asari.

Both the Quarians and Geth in that battle regard the Asari as blood thirsty, and old legends of murderous Asari that feed off murder began to rise among their ranks, though none dared to say such to their face. Still, the rumours spread, even at the Citadel.




The Battle Against the Rachni:


As Taskforce 1 and the Geth 2nd Fleet fought tirelessly against the Rachni, the force was weaker due to the loss of Geth-Commander, now being considered for Spectre status.

However, due to Commander Stephens of the Cerberus Taskforce working well with the Geth, over half of the Rachni force was destroyed. As the Rachni choose to fall back, the 1st Council Fleet arrived through the Mass Relay and destroyed what remained of the Rachni forces.

It is said that the crews of both the Geth and Cerberus exchanged tokens of gratitude, and now feel somewhat bonded. (+1 bonus when these Fleets fight together).




A Turian Fleet has arrived on the outskirts of the Citadel. Not responding to hails, nor attacking, and has remained out of attack range and has shown no signs of planning an attack. Different designations to the Mercernary Fleet.

The Matriarch sat in the council chambers reading the reports of the battle. They had won, at great cost.

Now to deal with the issues at hand.

"Quarian, I and the rest of my people offer you our gratitude for your assistance, we are indeed indebted to you. However I have here rather worrying reports that claim your people would not work with us on the clean up operations? I trust there is a reason for this? A battle is not won just because the enemy is beaten."

"Commander Stevens. . .We found one of your men in our shipyards. A spy. Can you explain this? Are you not our allies? Perhaps you seek to distabilise the Asari? Your spy will not be returned, and further infiltrators that are discovered will be executed. We do not tolerate such behaviour, nor do we practice it. This is a warning to everyone present. An unprovoked attack was made on my homeworld, and we are seeking the people behind it, we cannot allow spies in our midst."

The would-be assassin we captured was human, although we cannot divulge any knowledge of who sent him due to the ongoing nature of this investigation. We do however, feel that if your bloodthirsty methods continue we will have to do what we can to prevent this diabolical behaviour. We have reports of your warriors becoming feral. In fact, one admiral wishes you to be suspended as a councillor. For now we feel this is unneeded but should it continue..."

"Geth, we have a similar problem. We have a salarian and a human spy. We find this poor judgement on their behalf and feel we should do something to demonstrate to them our displeasure. As for us, we feel through this act we may have gained your confidence and allow us to at least have a joint settlement of our planet Rannoch. Our population is growing too large for ships. Maybe we could push this through?"

"In all, I believe the Illusive man needs to step forward and explain this to us, especially why he should still be on the council!"

Then finally, he turned to the spectre: "I would like to put Admiral Eva'din forward as a spectre."

"The Asari Warriors are doing little more than getting revenge on an enemy that tried to bring us to extinction. Do not forget that the Asari have been fighting before your species was even walking. We have done it all. We moved past the need for such methods centuries ago, but we have not been threatened like this in an equally long time. Tell me you would not defend you people with every fibre of your being under such circumstances. We took as many prisoner as we could for interrogation. Those that were too badly wounded were put out of their misery. We do not have the resources to heal so many mercinaries nor the inclination."

You may begin returning you population to Rannoch whenever you are ready, although we must point out that Rannoch is unlikely to be able to support you entire race in addition to us. Many Quarians will have to remain on their ships."

"I bid you to realise that I did in fact realise that, and we did in fact through our ENTIRE population at this. We risked everything to help you, if something went wrong then we could have been caused severe damages. By becoming "feral" you risked all, seemingly throwing tactics and careful planning to the ground and launching out after the mercenaries. Maybe you should stay restrained and bare in mind consequences that could be caused by such actions."

Turning to the Geth, "Ours, once more was a ceberus spy. I find this insulting to our race. I wish to raise a suspension from the council for the Illusive man until he explains this. As for the settlement, we find this a happy compromise and will begin landing some of our population as soon as possible. We thank you for this."

Commander Stephen's hologram flickered hesitantly, her eyes flicking to the Illusive Man's chair.

"Mam, I am but a humble soldier. What wiser heads than I do is up to them. I'm just here to talk about the Rachni Front."




Maria chuckled at the Quarian. "First, you demand that the Matriarch step down. Then you demand the Illusive Man step down. Do you plan that the Geth should rule all of us? Younger races are truly foolish." She shook her head.

After a moment, she did stop chuckling and consider the Quarian sternly. "However, the Quarians have fought bravely, and I trusted Eva'din with the Fleet over Janiri." She turned back to the Council. "She is a good commander, quick-witted and brave, unafraid to do things that need to be done. If the Council is willing to accept, we shall allow Eva'din a spot in Candidacy. It would be unorthodox for such a new Council race to suddenly have a Spectre, but the Quarians have done well."

She looked to the Council. She had returned with the Fleet as soon as possible. "I, as ever, serve the Council as the voice of the Spectres. Candidate Haruki has been given a Destroyer-Class vessel from my Fleet to investigate who is behind the Mercenaries. Candidate T'sunde is currently in command of ground forces on Janiri, and is handling the... questioning... of the survivors. Finally, we have the Geth Candidate, who remains without a task."

"I ask the Council what I am to do. I do not believe the Rachni threat to be finished, Councillors, nor can we forget that in the near future a Fleet shall be engaging the Citadel." A hologram showing the Citadel and the Turian Fleet outside was shown.

"Which brings us to this. A Fleet of not inconsiderable strength has shown up on our doorstep, said not a word, and refuses to attack nor leave. Shall we leave them? I cannot, in good conscience, lead the First Council Fleet elsewhere until they are dealt with. However, I do not suggest an attack. If they were going to attack, they would do so by now. Perhaps they are waiting for reinforcements?"

Maria then tapped a few notes on her pad. "An assassination attempt on any Councillor worries me." She turned her purple eyes on the Speaker. "Councillor, why you? The Geth are seen universally as a peaceful presence, well respected and loved. The Illusive Man I can see being assassinated for his attitude, and the Asari are strong and therefore seen as threatening." She leaned forwards. "Any thoughts, Councillor?"

The Speaker turned to the creator. "Admiral, must you insult every council race? We know that these spies must be aggravating, but you must admit that the council races have good reason to want keep an eye on you, at least for a while. The only reason the Geth haven't got any spies assigned to you race is because they are busy with our own investigations."

Without waiting for a reply, the Speaker turned to the Matriarch. "Your suggestion of having the Geth candidate lead the investigation is a good one. Unless anyone else has any other suggestions we shall do so."

Finally, the Speaker glanced at the Salarian diplomat. "Thank you for your offer, but we cannot currently rule out the possibility that the Salarians were behind the assassination attempt, in which case putting you in charge of the investigation would be a mistake."

The Salarian looked at the Quarian with a mixture of confusion and amusement. "I must say I have absolutely no idea what you are talking about."

Turning to the Geth he said, "I understand your issue with this. Rest assured the Salarians have nothing to do with this outrage, however if you wish to take care of issues yourself that is understandable."

Maria bowed. "I will have the Candidate from the Geth begin investigations." She tapped her omni-tool.

"However, we need to handle your security. Candidate T'sunde can leave the prisoners and look to the Council's safety with myself."

"Since the assassination matter has been dealt with, we should turn our attention to the Turian fleet. I agree that we should leave the first council fleet here in case they attack, but we need to find out what they are doing here. Has any attempt been made to learn their intentions? I assume they have simply ignored any attempts to contact them, so does anyone have any covert intelligence on the matter? Has anything come of the investigations into the mercenary attack?"

'I will attempt contact with these Turians and also look into finding some background as to why they are here.'

After tapping away at a holo-pad, the Illusive Man addressed all who were present.

'I will make no attempt to deny the spy in the Quarians possession is one of ours. Quite honestly, he is a very bad spy, having been discovered so quickly and I'm not sure how he got through selection. On that note, we have already proposed a transfer, we are simply waiting for you Quarian.'

Turning to the other council members, he continued,

'I will have task force 1 and several scouts assigned to look out for further signs of Rachni presence. As for this proposed attack on the citadel, will we attempt to keep the mercenaries at bay or shall we draw the fighting in closer? If we are against a large force, drawing them into a smaller area could prove to be highly advantageous.'
