It is the 2196.

The Asari's were the first to find the Mass Relays, and through them, the Citadel. They were established first, wise and strong-minded, and seen to have ascended to Mass Effect Technology before any other race.

The second race to appear were the Geth. A race of sentient robots whose Fleet suddenly appeared from the Perseus Viel, and they regarded the Asari's with some interest. The Asari, as wise as they were, decided that the Geth's intelligence gave them as much right to exist as any other race, although perhaps not the Asari.

The Geth brought with them the tale of how their masters turned on them, their creators, the Quarians, and the Geth were forced to banish the Quarians in an effort to not exterminate them. When the Quarians did arrive later, the Asari turned them away from the Citadel and general acknowledgement- they were to be outlawed for their crimes.

Later then did the humans arrive, under the Alliance. The Geth, guardians of the Citadel, fought against this new threat, but the Asari put a stop to it before either race did too much damage to each other. The Alliance, still licking it's wounds from the fight, retreated to Earth. However, a fringe group of humanity, known as Cerberus, was happy to hold out a hand to represent humanity on the galactic stage.

The Asari knew that other races would soon come. They looked at the Geth, strong and focused, who had defended the Citadel and the Asari, and felt that they deserved a chance to speak for their race in matters of policy and politics. Cerberus, feeling humanity was snubbed, began to fight alongside the Geth to prove humanity was as good as any alien.

As the Asari pushed north, they found another Empire had begun to grow and use Mass Effect Relays. The Salarians, intelligent and quick-witted, resisted initial Council forces through espionage rather than warfare.

After a few years of the Geth and humans forces being unable to make headway against the Salarians, the Council decided that the Salarians were an acceptable addition to the Citadel races, but not yet allowed a seat on the Council. The humans, however, saving many Geth and Asari lives, were granted a seat on the Council at last, after ten years since their first contact with the Geth.

The Council was formed, and they had two matters that weighed heavily: A new race was rising, and attacking shipping routes and merchants. The Volus cried out for something to be done about this.

Not only that, but the Alliance of Earth and Cerberus operatives was proposing that the Quarians be dealt with, lest they try and colonise some of Earth's new planets.

The Quarians, on the other hand, found themselves stranded upon their ships, desperate to recover their home world of Rannach, and this new race attacking shipping routes was a very real danger to them that may hurt them soon.

As such, the Quarian's sent a messenger to the Council when they were in session to ask for aid with the Rachni, as did the Salarians, who wanted a hand in galactic affairs.

When the Quarian reached the podium, the Council and the Salarian stiffened. This Quarian was banished from the Citadel! How dare she ignore their proclaiments!?

The Geth diplomat - referred to by some as the "Speaker" or the "Voice" - seemed unconcerned by the arrival of the creator's messenger. The Geth were aware of the potential threat to the Quarians, and they awaited only the messenger's request before making consensus.

Will'ZaFira stepped up to the podium, checked his suits sensors. They were fine, heart rate slightly elevated but thats something to be expected this could be a very risky speech.

"Council, I am here today to talk to you about the idea of peace between our factions. As you know, there is the great problem of a race hitting many shipping routes. As a fleet without a homeworld to defend we feel we are particularly at risk from this threat. Now some of you, the Geth in particular may have decided that we are not to be trusted, that we are not worthy of any help. To that we say that you may be right, but hat is not something to be dwelled on, for I think we can agree that everyone on the council has something to hide."

He takes a pause considering his next words. Looking to see if the council will say anything.

The crowd around the meeting gasped.

Muttering went throughout the crowd. "Did the Quarian really just imply that the Council races have something to hide?" "How dare he?" "Who does he think he is..." "He is saying the Geth hate them the most..." "Is that true?"

One of the crowd watching from the side balconies shouted "Why should we care? The Quarians are outlawed, they are wrong!"

The Geth diplomat stood, and waited calmly for the crowd to settle down. Once it had everyone's attention, it addressed the Quarian.

"Admiral, first let us assure you that the Geth do not hate your people. We remember your crimes, but if you can prove yourselves worthy of the council's trust then our race would be willing to support any petition to remove you outlaw status. Currently, we believe your greatest obstacle to gaining our trust lies with the concerns of Humans that the Quarians may attempt to annex some of their planets."

The Matriarch rose from her seat and spoke in a soft, soothing tone.

"The outlaw should not be here, that much is true. However his message is not one we can ignore. Shipping routes are essential to us all. We will have little choice but to take action against this threat."

The third council seat was empty, however it was only moments after the other councillors had spoken, that a hologram of a man appeared on the third seat. He was very blunt and made his opinions clear.

'Quarian, how do we know that it is not you who are staging these attacks, in an attempt to gain a foothold here on the citadel? That you would gain our trust and then turn out us like you did,' gesturing towards the Speaker, 'to the Geth.'

Throughout his comment, the illusive man remained perfectly calm and neutral in his tone of voice and body language.

"The human colonies are safe from our fleets. For now we simply wish to regain our homeworld. Or at least have the right to settle back down on our beloved Rannoch."

ZaFira stops addressing the geth and turns to face the hologram.

"If we were strong enough to mount these attacks we would not need to be here. We are not like you humans with your petty split squabbles. We have no wish to destroy any of the council races. We simply need a few things. A homeworld, OUR homeworld. Taken from us by the Geth. Unlike you, I speak with the power of my race, not half my race. We are not pro-Quarian like you are pro-Human. We understand that we need to band together against this threat, and no organic race should be put before another."

"The matter of Rannoch is one for another time, but we shall remind you that Rannoch is our homeworld as much as it is yours. As for the external threat, the Geth shall not take any direct action, for or against you, until the nature of the threat has been ascertained. If you have any information regarding this attacking race, I advise you present it. If you have proof that they have forces near The Migrant Fleet, we shall send a small fleet of our own to investigate. We are of course investigating this new threat ourselves, and should any important information come to our attention we shall reveal it to any who require it."

The Illusive man looked to one side, glancing at something outside of the holo-projector's field of view.

'We have solid data that shows that Quarians are less than helpful towards others in need, so why should this council help you?'

The Salarian diplomat listened intently to the proceedings. His mind was quickly processing everything that was happening. He was somewhat surprised by the Quarian's brash statements about the council. He chuckled to himself a bit: the Quarian only suspected secrets, while he knew everything about the council, secret or not. That was for another time, however.

Briefly interrupting the Illusive man, the Speaker stood up once again. "The fleet we sent to investigate these attacks has just reported back, having discovered a destroyed human colony. An insectoid species known as the Rachni appear to be behind the attack. The Colony in question is in the Hades Gamma Cluster."

The crowd started muttering. One Salarian cried out "The Council must do something about this!"

A human joined them. "My family is in the Hades Gamma Cluster! Go save them!"

The crowd started to join in, clamouring about family, commercial interests, demanding action now.

"Arguing about which race is less trustworthy is getting us nowhere. We should be discussing the Rachni threat. The Geth will not engage the Rachni unless we have reinforcements. If any of you are willing to send ships to rendevous with our fleet in the Hades Gamma Cluster, we can begin a proper search for them, engaging them if the circumstances call for it."
